you need to have paint.net for this. okay, in the layers box, make a new layer. in the layers maing box, there should be a pic with a pencil on a piece of paper or something. Wehn u hover over it it should say propeties. press on it, and were it says opacity, change it to 200. next, in the layer you did this on, make the speech buubles whatever color,(there doesnt have to be a border) and the should be slightly transparent. depencing on how transperant you want, you change the opacity higher or lower. Next, highligh the bubble(by pressing the box tool and dragging it over the speech bubble. make sure you do alot of distance away from the speech bubbles if you know what i meen for a good effect) now, go up to effects, go to blurs, then gussian blurs. make it around 5 and then press the okay button. it should make the bubble have a good effect.(oh eah, and make sure all of the bubble is filled in with color, i forgot to mention that) next, go to effects, photo, and glow. change the settings to all 5, and press ok. there youhave it!( and for the text, make it in a new layer without changed opacity, or the color of the text will look very light.)
